IF you are using HTC Sense 3.0 or 3.5, live wallpaper won’t scroll as it is fixed, please try other launchers like ADW Launcher or Launcher Pro…
Unfortunately it happens to all latest HTC devices and we can’t do anything about it, hopefully Sense 4.0 will bring back wallpaper scrolling.
Not sure why HTC did that, it is really a deal breaker as 5% of Android users use LWP.

To hide Google search bar on top of screen on Android 4.0, go to Settings -> Apps, tap “All” menu and search for “Google Search” app in the list. Click “Disable” button to hide the bar once you are in there.
