The help icon in Flash CS4 does not open help panel since Flash CS4 doesn’t have one, it will take you to the online help document instead and People can post comments on there so it is only useful when you have internet connection! Although most people have internet access nowadays but it is still nice to have offline version just in case.
After some search on local files, I have found it at “C:\Program Files\Common Files\Adobe\Help\en_US\AS3LCR\Flash_10.0\index.html” or if you have disabled the internet, it will open at this location too.
Hopefully we can have options to choose either online or offline version in the future.

Window > Extensions > Connections
From the Connections menu’s menu (upper right corner with the down arrow and lines) select Offline options. Then click the Keep Me Offline checkbox and it will only reference the local help files.
