There is one thing that really bugs me in Flash CS4 besides slowness. Sometimes newly installed components in Extension Manager wont show up in Flash CS4 and it happens to non-English OS only. so I found out there are several solutions to overcome this problem:
1. Right-click on the shortcut of Adobe Extension Manager CS4 and choose properties and add “-locale lang=en_US” to target so you have “C:\Program Files\Adobe\Adobe Extension Manager CS4\Adobe Extension Manager CS4.exe” -locale lang=en_US.
2. Rename the xml file of your language, e.g- de_DE.xml to _de_DE.xml in “Adobe\Adobe Extension Manager CS4\ZStringResources” so it wont find your language and set English (en_US) as default.
3. Open Flash CS4 then go to Help > Manage Extensions, Extension Manager will open up and then check the extensions you need (uncheck if it is checked first).
